The Federal Government of Somalia -FGS, through the Somalia National Bureau of Statistics -SNBS, has received financing from the World Bank toward the implementation of Somali Integrated Statistics and Economic Capacity Building -SISECB Project.
The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. Specifically, the project aims at: -1 Strengthening the national statistics system; -2 Strengthening monitoring and evaluation capacity; and -3 Building economic policy analysis and economic planning capacity.
FGS has been streamlining its business and investment environment by improving the overall regulatory and institutional frameworks to enhance efficiency and east of doing business. A such, Somalia has enacted two critical laws (Investments and Investors Protection Law 2023 and Somalia Investment Agency Law (2025). Efforts to develop two corresponding regulations to further operationalize these two laws are on final stages. To further accelerate improving investment climate in Somalia and implement the NTP, there is a critical need for a coherent National Investment Policy (NIP) and an updated National Investment Promotion Strategy (NIPS) to replace the initial 2020 edition. The Ministry of Planning, Investment & Economic Development now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows:
Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
