Assignment Title: Storm Water Management Study

The Government of Tuvalu has received financing from the World Bank toward the cost of the Tuvalu Safe and Resilient Aviation Project (TuSRAP) and intends to apply part of the proceeds for consulting services.
The objective of TuSRAP is to enhance the safety, climate resilience, and sustainability of Tuvalu’s aviation infrastructure. As part of this initiative, a Storm Water Management Study is being implemented to address flood risks and improvement drainage systems at key aviation sites.
The consulting services (“the Services”) include the engagement of qualified Consulting Firm to undertaken, on behalf of the Client, the supervision of the Storm Water Management Study under TuSRAP, this includes contract management, site supervision, and associated technical support services.
The consultancy services are required for the period commencing nine (9) months. The Consultancy Firm shall report directly to the Secretary MTECI. The Consultancy Firm will be required to work closely with the DCA, and other relevant stakeholders. Contractual oversight and support will be provided by the TuSRAP PMU and the Central Project Management Office (CPMO).
The Consultant will be expected to provide the following formal reports during the course of this assignment:
1. Inception Report
A brief report that should be submitted to MTECI, CPMO and World Bank. The inception report shall contain (i) detailed work plan and timeline, (ii) an assessment of data availability and quality, with a summary of data collection, (iii) a refined methodology, and (iv) confirmation of agreed outputs.
2. Infrastructure Vulnerability Review
Deliver a Draft Report summarising the assessment and outcome of Task A and Task B, as defined by this assignment’s TOR.
3. Draft Strategic Plan for Stormwater Management
Deliver a Draft Strategic Plan for Stormwater Management including the assessment of drainage, water discharge and other items identified in Task A, Task B and Task C of this assignment’s TOR, for review and comment.
4. Final Strategic Plan for Stormwater Management
Deliver a Final Strategic Plan for Stormwater Management incorporating all comments provided to No.3
5. Draft Drainage Master Plan
Deliver a Draft Drainage Master Plan as per Task D of the TOR, for review and comment.
6. Final Drainage Master Plan
Deliver a Final Drainage Master Plan incorporating all comments provided to No.5.
The Consultant shall be paid at approval of the deliverables according to the expected implementation schedule as indicated in the TOR.
In addition, the Consultant will be expected to produce working papers or other documentation, such as technical reports, specifications, and operational protocols and training manuals during the course of the assignment as necessary to support the Client and to achieve the objectives of the assignment.
A monthly meeting will be coordinated by PMU/DCA via online to track the progress of each activity. Therefore, consultants should be able to provide timelines and plans for each activity and present it during the meeting

The Ministry of Transport, Energy, Communication and Innovation (MTECI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
