BACKGROUND:

The Government of Tuvalu has received financing from the World Bank toward the cost of the Tuvalu Learning Project, (TULEP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) are for an individual consultant to develop, updates, maintain and supports a framework on the financial management for all projects managed by CPMO. The estimated level of effort for this assignment is between the date of signing the contract and until the end of 2023 on a part-time basis and is subject to an extension to a further two years upon satisfactory performance.

The CPMO on behalf of the Implementing Agency now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, three references, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are as follows:

Essential:

• It is a mandatory requirement that the candidate has a Degree/Advance Diploma or above in Commerce, Financial Management, Accounting, Businesses Administration, or any related discipline. An IFAC-recognized professional accountancy qualification will be preferred.
• The candidate must have at least seven (7) years of experience in accounting including evidence of similar hands-on work.
• The candidate must have experience in FM of similar projects funded by development partners including the World Bank, ADB, UNDP, GEF, Australia, or New Zealand.

The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised in November 2018 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Expressions of Interest must be delivered to director.cpmo@moftv.onmicrosoft.com with a copy to pas.cpmo.int@moftv.onmicrosoft.com not later than the close of business of 27th of February 2023.
