1.Municipal Services Project-I -as part of the European Union Facility for Refugees in Turkey (FRIT)- financed through a grant from the European Union"s FRIT 2 budget, delegated to the French Development Agency (AFD), alongside a complementary loan from AFD. As the financial intermediary, ILBANK intends to apply part of the AFD loan for the Construction of Adıyaman (Center) Stormwater Network (AFD2-ADY W2).
2.The Adıyaman Municipality, Directorate of Water and Wastewater now invites sealed Bids from eligible Bidders for the construction of below items in Construction of Adıyaman (Center) Stormwater Network (AFD2-ADY W2) whose contract duration will be 12 months construction and 12 months for Defects Liability Period.
The approximate works within the scope of this Agreement are as follows:
Within the borders of Adıyaman (Center);
•Ø400 mm concrete pipe laying; L=881 m
•Ø600 mm concrete pipe laying; L=3025 m
•Ø800 mm concrete pipe laying; L=396 m
•Ø1200 mm concrete pipe laying; L=300 m
•Ø1400 mm concrete pipe laying; L=180 m
•Ø1600 mm concrete pipe laying; L=1008 m
•Ø1800 mm concrete pipe laying; L=2477 m
•Ø1000 mm manhole construction: 78 pcs
•Ø1200 mm manhole construction: 8 pcs
•Construction of over-pipe concrete manholes for Ø1200-1400-1600-1800 mm lines: 61 pcs
•Construction of over-pipe concrete re-routing manholes for Ø1200-1400-1600-1800 mm lines:19 pcs
•Supply and installation of stormwater screening manhole and screening units: 332 pcs
•Construction of screening connections with Ø200 mm concrete pipe: 2496 m
•Construction of screening connections with Ø300 mm concrete pipe: 250 m
•Reinstatement of degraded concrete paving stones: 744 m2
•Reinstatement of degraded asphalt paving: 34232 m2
The definitions and descriptions of the Works and Transactions are specified in the Specifications, Design Files, Site Lists and Unit Price Poses that are annexed to the contract.
Quantities based on production are specified in the Unit Price Offer Table. The Contractor shall consider the quantities in the Unit Price Offer table.
In line with the information given in all documents, it is essential that all facilities within the scope of the work are fully and completely constructed and ready for operation.
The work underlying this Agreement will be carried out simultaneously and in coordination with the sewerage network construction work planned to be carried out on the same site with the same Employer but with a different contractor and consultant under a different contract.
3.Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the AFD’s “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries” October 2019 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from Adıyaman Municipality, Directorate of Water and Wastewater (suisleri@adiyaman.bel.tr) and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below.
4.The complete bidding documents in Turkish are available on EKAP (Electronic Public Procurement Platform) and the Municipality website, and can be reviewed by any interested party online.
Interested bidders are required to purchase the bidding documents. Bids must comprise the receipt of the bank invoice for the purchase of the tender dossier (as mentioned in the Request for Bids).
The bidding document in Turkish may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 5.000,00 TL. The method of payment will be direct deposit to bank account number TR 690001200918100007000002 mentioning the payment is for AFD2-ADY W2. The bidding document will be sent via courier, hand delivery or by e-mail.
5.Bids must be delivered to the address below on or before 10:30 and 14/10/2025 Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11:00 and 14/10/2025.
6.All Bids must be accompanied by a “Bid Security” of 200.000 (Twohundredthousand) EUR or equivalent .
