1. Is it permissible for two individual consultants to form a joint venture (JV), or is the JV arrangement strictly limited to private firms and NGOs? For E&S Technical
Assistant, the JV arrangement as outlined in the EoI, appears to be restricted to consulting firms. As such, two individual consultants cannot form a joint venture for the
purposes of this assignment.
2. During the evaluation and shortlisting process, will the criteria applied to individual consultants be the same as those applied to firms? Specifically, will there be
differences in how team capacity and experience are assessed, considering that firms may have the advantage of presenting multiple experts, unlike individual consultants, unless
forming a team of individuals is also acceptable? Since only firms are eligible, the evaluation will focus on the firm’s overall capacity, including its technical team, relevant
experience in similar assignments, and institutional capability to manage and deliver the services outlined.
3. Is it acceptable for an individual consultant to present themselves as the team lead while including another expert as a supporting consultant or sub-consultant, similar to how
private firms do? If so, will the qualifications and experience of the supporting consultant also be taken into consideration during evaluation since they will be as supporting
expert to lead consultant.? As stated in the Request for Expressions of Interest (EoI), this assignment is strictly restricted to consulting firms. Individual consultants are not
eligible to apply for this particular tender. The structure of the procurement process and evaluation methodology is designed to assess the institutional capacity of consulting
firms.
