• This Invitation for Bids follows the General Procurement Notice for this project that appeared in United Nations Development Business online and Market of 19th July 2017.
• The Government of Tanzania has received financing from the World Bank towards the cost of the Dar es Salaam Maritime Gateway Project and intends to apply part of the proceeds toward payments under the contract for Design, Supply, Installation and Commissioning of Electrical power at Berths 1-7 and Ro-Ro Berth at Dar es Salaam Port.
• The Tanzania Ports Authority now invites sealed Bids from eligible Bidders for Design, Supply, Installation and Commissioning of Electrical power at Berths 1-7 and Ro-Ro Berth at Dar es Salaam Port. The supplies include main sub-station, Reefer sub-station, Ro-Ro sub-station, Gate substation, 33 kV grid connection to TANESCO sub-station (for CT), 11 kV grid connection to TPA sub-station No. 3 (for Ro-Ro), 33 kV, 11 kV and 6.6 kV cabling, Reefer power supply system, Backup power, Exterior lighting system, Low voltage and data cabling, Information and communications technology (ICT) equipment, Security system, SCADA system, bonding and lightning protection.
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (revised July 2014) and is open to all eligible Bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
• Interested eligible Bidders may obtain further information from Tanzania Ports Authority, Director of Procurement and Contracts, Email: dpc@tanzaniaports.com and inspect the bidding document during office hours 08:00 am- 05:00pm Tanzanian Time from Monday to Friday inclusive, except on public holidays at the address given below 10.
• The bidding document in English may be purchased by interested eligible Bidders upon payment of a nonrefundable fee of Tanzanian Shilling Five Hundred Thousand Only (TZS 500,000.00 or its equivalent in any freely convertible currency. The method of payment will be through the Control Number to be provided by the TPA. Please request a control number through mail address: (dfa@ports.go.tz), after getting the control number, follow procedures outlines in this link https://epay.gepg.go.tz/ to make payment and follow up your receipt via emails provided.
• Please note that the bidding documents are being provided in hard copies. However, only for the convenience of the bidders, in filling the various forms and the Bill of Quantities, a soft copy in CD is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail.
• Bids must be delivered to the address below in 10 on or before 17th November 2023 Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened immediately thereafter in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below
• All Bids must be accompanied by a Bid Security of Shilling One Billion Only (TZS 1,000,000,000.00) or its equivalent in a freely convertible currency in the format provided in the Bidding Document. The Bid Security shall be clearly addressed to the Director General, Tanzania Ports Authority, P. O. Box 9184, Sokoine Drive Dares salaam. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e., 148 days after the bid submission deadline.
