6. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may
include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and
experience:
a) Education
(i) Minimum of Master’s degree in Sociology, Social work, Economics, Community Development or related discipline from recognized universities.
b) Professional experience
(i) Minimum of six (6) years cumulative experience related to involuntary resettlement under international standards (elaboration of RAP or LRP, implementation of resettlement or
livelihood activities).
(ii) Must have served in similar capacity (coordination of RAP implementation) for at least one project of similar nature in the last 10 years.
c) Language and regional experience requirements
(i) She/he must have a working experience in developing countries; particular working experience in Africa.
(ii) The candidate shall have a full working proficiency of written and spoken English and Kiswahili.

REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTANCY SERVICES)
DAR ES SALAAM BRT PHASE 5 PROJECT – CTZ 1075
CONSULTANCY SERVICES FOR TANROADS’ CAPACITY STRENGTHENING – ENGAGEMENT OF RESETTLEMENT EXPERT, TENDER NO. AE/001/2022-23/HQ/C/137
1. The Government of the United Republic of Tanzania has received financing from Agence Française de Développement ("AFD"), towards the cost of Dar es Salaam BRT Phase 5
Project and intends to use part of the funds thereof for payments under the Contract for Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of
Resettlement Expert, Tender No. AE/001/2022-23/HQ/C/137.
2. The Consulting Services (“the Services”) shall include implementation of Resettlement Action Plan (RAP), Stakeholders Engagement Plan (SEP) and Livelihood
Restoration Plan (LRP) under various Projects with emphasis to the Dar es Salaam BRT Infrastructure - Phase 5. The timeframe of the assignment is approximately 24 months
spread over the construction period of 36 months.
3. The detailed Terms of Reference (ToR) for the assignment are available on the following website www.tanroads.go.tz.
4. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering
the Services described in the Terms of Reference.
5. This Request for Expressions of Interest is open to: Individual Consultants.

7. Government employees under Short-terms or Permanent Contract need not apply as they are not eligible to participate in the selection process. Expressions of Interest
from government employees will be eliminated from the selection process.
8. Eligibility criteria to AFD financing are specified in Sub-Clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online
on AFD’s website: http://www.afd.fr.
9. The Consultant will be selected in accordance with the AFD Procurement Guideline on “Procurement of consulting service’’ and the Tanzania Public Procurement Act
No. 07 of 2011 and Public Procurement Regulations GN No. 446 of 2013 (amended 2016) on “procedures for selection and employment of Consultants.
10. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) on or before 10:00 hours local time
