         Syftet med upphandlingen är att upphandla ett IT-stöd för chefer, utbildare, medarbetare och med möjlighet till hängavtal för länskommuner och samverkansparter, för systematisk kompetensförsörjning, kompetenshantering, personalhantering och rekrytering, inklusive möjlighet till pre- on och off-boardingprocesser i samverkan med andra system. Syftet är även en gemensam lärplattform för webbaserat, virtuellt, fysiskt och blandat lärande. Verktyget skall stödja verksamhetens nuvarande arbete med att planera, prioritera och följa upp utbildningsinsatser för individ, grupp/enhet och organisationen i sin helhet liksom möjliggöra löpande utveckling och proaktiva arbete utefter behov. Syftet är även en gemensam lärplattform för webbaserat lärande liksom möjlighet till statistikuttag och rapporter. Systemet ska möjliggöra snabb omställning och justering genom dagliga automatiserade överföringsprocesser och integrationer med andra system, liksom möjlighet till manuella körningar.
