         "Vi skall byta ut vår gamla kranbil till en modernare som uppfyller dagens avgaskrav och har bättre lyftkapacitet. Vi har även behov av ett släp till kranbilen. Vi har ca 3 MSEK till förfogande så det får bli något begagnat. Min tanke är att vi lämnar den gamla kranbilen i inbyte.

         Svar från Jaqueline Siegenthaler:3 MNSEK är ju inte alldeles lite pengar. I vart fall är det ordentligt över direktupphandlingsgränsen 700 000 SEK, och tröskelvärdet 1 456 476 SEK (varor och tjänster LOU).

         En snabb kontroll av marknaden ger också att det finns flera potentiella leverantörer av beg. kranbilar. Det innebär att vi behöver genomföra en öppen upphandling (som även annonseras i TED, dvs. i Europa).

         Begagnade lastbilar faller inte självklart under kategorin Marina varor och tjänster och jag tror att det bästa är att ni anmäler behov av inköpsresurs via länk som ni hittar på den här sidan: Beställning av inköpsresurs (trafikverket.local). Inköp och Logistik-varor och tjänster är de som handlar upp bl.a. fordon i andra sammanhang och de har även koll på om det finns något ramavtal som kan nyttjas för köp av lastbil. De är också behjälpliga vid försäljningar.

         Eftersom det blir fråga om en öppen upphandling så är det kanske lika bra att ni börjar med att fundera över vilka funktioner/prestanda som kranbilen behöver ha. Diskutera med upphandlaren om strategin med köp och försäljning i ett eller om det ska ske separat. Det kan också vara av intresse att ta en titt på vilka krav vi ställer på våra leverantörers fordon gällande säkerhet, alkolås, utsläppskrav etc.
