         Bakgrund och syfte

         Huvudsyftet är att säkerställa att UMs behov av omlastningsstation(er) för förpackningsavfall, med start 1 januari 2024 då enligt ett regeringsbeslut insamlingsansvaret övergår till kommunerna. Begreppet ”förpackningar” har i avtalet den betydelse som framgår av 1 kap. 4–5 §§ i förordning (2022:1274) om producentansvar för förpackningar (förpackningsförordningen). Omlastningsstationen är den plats där insamlat förpackningsavfall förvaras mellan det att kommunen samlat in och lämnat det och det att en producentansvarsorganisation (nedan kallat PRO) hämtar förpackningsavfallet för vidare hantering.
