Explanation:

Inom ramen för upphandlingarna av byggnationerna av ovan nämnda boenden installerades Elsi Smart Floor, ett sensorgolv som ännu i dag är i drift i samtliga boenden.

Sensorgolven utgör en stor och viktig del av respektive verksamheters trygghetsskapande teknik och golvens funktionalitet ligger fortfarande i framkant. Västerås stad ser därför ingen anledning till att avveckla nyttjandet av sensorgolven. Golven installerades i dessa verksamheter under åren 2014 till 2018 och stadens avsikt är att golven långsiktigt ska fortsätta användas.

Upphandlat sensorgolv kräver programvara, service och support för att kunna nyttjas och bibehålla funktionalitet, detta kan enbart tillhandahålls av den aktuella leverantören.

Genom marknadsundersökning, leverantörsdialoger och i dialog med Elsi Smart Floors leverantör Mariecare OY har det framkommit att kontraktsföremålet endast kan levereras av MariMatic AB.

Motivet till förhandlat förfarande utan föregående annonsering enligt LOU 2016:1145 Lag (2016:1145) om offentlig upphandling 6 kap.14 §

”14 § En upphandlande myndighet får använda ett förhandlat förfarande utan föregående annonsering om det som ska upphandlas kan tillhandahållas endast av en viss leverantör därför att”
