Dada la característica del servicio parece que el procedimiento más adecuado es el procedimiento negociado sin publicidad de conformidad con lo dispuesto en el Art. 168. 2 de la Ley 9/2017 de 8 de Noviembre de Contratos del Sector Público, pues en el presente caso, el servicio a contratar, sólo puede ser encomendado a un empresario determinado al no existir competencia por razones técnicas y estar las herramientas informáticas a contratar protegidas por derechos exclusivos de propiedad intelectual.
