         The purpose of this procurement procedure is to acquire internet access and data communication services for the Satcen’s headquarters located at the Torrejón de Ardoz Airbase (Madrid, Spain).

         The services shall be provided at the Satcen’s premises, located at the Torrejón de Ardoz Airbase (Madrid, SPAIN).

      4. Description of the procurement:
         

         The Satcen requires the installation, configuration and setup of a redundant, low-latency, symmetric internet link to access internet over optical fibre connections.

         No restrictions on protocols and ports should apply.

         The required solution shall consist of:

         — one primary main line at 5 Gb/sec,

         — one secondary main line at 1 Gb/sec,

         — both the primary and secondary main lines need to be backed up by a single wireless link at 100 Mb/sec,

         — 48 public IPs.

         Unless the bidder runs and operates its own lines inside the Torrejón de Ardoz Airbase, it is the bidder"s responsibility to team up with the Spanish telecommunications operator Movistar to use the latter’s fibres to provide the services.

         The services must be fully operational by 1 October 2023.

         Quality criterion - Name: Relevance and adequacy of the proposed methodology for a timely start of the services (action plan for the onsite installation and configuration, proposed tools and manpower, identification of risks and mitigation strategy and schedule for the performance of the tasks) / Weighting: 15
         Quality criterion - Name: Relevance and adequacy of the proposed monitoring and customer support service (including hotline, responsiveness and time to resolve problems/incidents within a maximum downtime period of 2 hours for the main lines) / Weighting: 15
         Quality criterion - Name: Business continuity plan (possibility to keep Satcen’s current range of IP addresses and proposed action plan for minimising downtime periods if IP addresses need to be migrated) / Weighting: 18
