         La solvencia económica o financiera de los licitadores deberá ser acreditada, de acuerdo con lo dispuesto en el artículo 87 de la Ley 9/2017, de 8 de noviembre de contratos del sector público. Con el fin de garantizar el equilibrio económico del contrato se considera adecuado que el adjudicatario pueda acreditar como mínimo un volumen de negocios igual o superior a 1,5 veces el importe de licitación del contrato del lote o lotes a los que se presenta en el mejor de los tres últimos ejercicios completados. La forma de acreditación será la presentación de las cuentas anuales aprobadas y depositadas en el registro mercantil, si el licitador estuviera inscrito en aquel registro y, en caso contrario, por los depositados en el registro oficial en que deba estar inscrito. Los licitadores individuales no inscritos en el registro mercantil deben acreditar su volumen anual de negocios mediante sus libros de inventarios y cuentas anuales legalizadas por el registro mercantil, o en caso de no estar obligados, podrán acreditar la solvencia con los instrumentos que estén obligados a presentar, de acuerdo con la normativa tributaria.

         De acuerdo con lo dispuesto en el artículo 90.1.a) de la Ley 9/2017, de 8 de noviembre, de contratos del sector público, las empresas acreditarán su solvencia técnica mediante una relación de los principales servicios realizados de igual o similar naturaleza que los que constituyen el objeto del contrato durante los tres últimos años. Se requerirá un mínimo de 100 horas de servicio en actividades dedicadas a la educación o formación vial práctica que incluya el uso de vehículos en espacios abiertos o cerrados.
