      El proceso de licitación anteriormente citado, debe respetar los plazos establecidos en Convenio-Subvención entre la Comunidad de Madrid y la Mancomunidad de Servicios Valle Norte del Lozoya, para la gestión eficiente de residuos de autónomos y microempresas de la Sierra Norte, con cargo a los fondos europeos procedentes del mecanismo para la Recuperación y Resiliencia, finalizando el plazo de ejecución el próximo 30 de septiembre de 2023.Es por ello que resulta imprescindible la reducción de plazos, principalmente considerando que el mismo se encuentra sujeto a regulación armonizada, lo cual determina la existencia de plazos excesivamente amplios que impedirían la ejecución del Convenio-Subvención en plazo. Todos estos motivos exigen recurrir a la tramitación urgente del expediente prevista en el artículo 119 de la Ley 9/2018 de 8 de noviembre, respetando en todo momento los principios de no discriminación, igualdad de trato y proporcionalidad.
