Proposals are hereby requested for the appointment of a service provider for the Gauteng heat action plan and early warning systems public awareness campaign. Scope of Work: Activity 1: Development of Communication & Outreach Strategy: The consultant will: • Review existing public messaging and communication campaigns on heat-health in Gauteng; • Map and select target audiences (e.g., informal settlement residents, schools, clinics, outdoor workers); and • Develop a communication strategy and messaging framework, including: - Key messages and behaviour change calls to action; - Identify communication channels (radio, social media, community platforms, etc.); - Outline timelines for pre-season and in-season roll-out; - Define institutional roles and partnerships for message dissemination; Activity 2: Campaign Design & Material Development: The consultant will: • Design a portfolio of creative, medically informed communication materials and tools, including infographics, flyers, posters, social media content, videos, etc.; • Focus messaging on vulnerable groups and high-risk settings (e.g., elderly, children, informal settlements, schools, clinics, workplaces); • Develop content in multiple accessible formats and local languages; and • Ensure alignment with behaviour change theory and national/international health guidance; Activity 3: Implementation of Awareness Campaigns: The consultant will: • Roll out the awareness campaign through various channels aligned with seasonal timing (i.e., before and during the summer season); • Collaborate with local governments, healthcare facilities, schools, workplaces, civil society and other partners to support implementation; • Implement timed campaigns aligned with heatwave early warning alerts; and • Provide technical assistance to local partners to ensure effective message delivery Activity 4: Monitoring, Evaluation & Final Reporting: The consultant will: • Track and analyse campaign performance, including reach, audience, media coverage and behavioural outcomes; • Facilitate a final learning workshop with key stakeholders to reflect on the campaign and support capacity-building; • Provide recommendations and practical tools to support institutionalisation of future seasonal campaigns; and • Package all materials and knowledge products in formats for future use.
