Executing Agency: African Union Development Agency (AUDA-NEPAD) Project measures: The African Union Development Agency (AUDA-NEPAD) provides technical advisory support to African Union Member
States to accelerate the implementation of Agenda 2063. Agenda 2063 builds on and seeks to accelerate the implementation of past and existing continental initiatives for growth and sustainable
development. It is within this scope that AUDA-NEPAD is implementing projects to drive the agenda 2063 agenda in respect of skills development and employment promotion. The Skills Initiative
for Africa (SIFA) is part of the Skills and Employability portfolio of projects at the AUDA-NEPAD. The Financing Facility is implemented in 8 African Union Member States – Cameroon, Ethiopia,
Ghana, Kenya, Nigeria, Tunisia, Togo and South Africa.
Requested Consultant services:
The Services requested under this assignment are as follows:
Funding Window I (FWI): Provide project implementation support for first and second ranked projects in all 8 countries (site visits, quality control, supervision of service contracts, equipment
specifications for procurements, as well as facilitate/quality control the development/review/finalisation of technical content for active FWI projects).
Funding Window II (FWII): Provide project implementation support for first and second ranked projects in all 8 countries (site visits, quality control, supervision of service contracts, equipment specifications for procurements, as well as facilitate/quality control the development/review/finalisation of technical content for active FWII projects, finalisation of award of contracts in Ethiopia, Ghana and Togo for first ranked projects only; and rapidly facilitate implementation readiness for the projects (optional)).
Innovation Funding Window III (FWIII): Finalise outstanding FWIII Calls and award of contracts; Provide project implementation support and quality control the verification of process outputs and product and services delivered; Supervise an expert pool of Independent Evaluators to provide backstopping support as needed.
Complimentary Measures: various tasks regarding M&E and ESMP, quality control, claims management, disbursement of funds, reporting management of awareness campaign, cooperation with country coordinators and governmental focal persons, capacity building as well as upgrading of internal guidelines and process guidelines.
The Fund Management Team should consist of a multidisciplinary team of international and African experts, bringing together the capacities, qualifications and expertise required to efficiently implement the Financing Facility in line with the overall objectives.
The Expression of Interest (pre-qualification) is subject to the regulations contained in the Guidelines for the Procurement of Consulting Services, Works, Goods, Plant and Non-Consulting Services in Financial Cooperation with Partners (as of January 2021) available at
.The contract will be awarded to an independent Consultant firm with proven experience in the sector and the region. The minimum annual turnover of the consultants for the last five years shall be EUR 3 million (2018-2022).
