1. INTRODUCTION
Most African countries aspire to have innovation-led knowledge-based economies with the full spectrum of participation of citizens. Citizen engagement in development and use of technologies
(including emerging and digital), policies and decisions, at different levels of government and business, shape important pathways to the desired national socioeconomic and wellbeing status.
The type of citizen participation should move from consultation to involvement, collaboration and ultimately to empowerment. One of the greatest sources of value creation (public, social and
economic) for different organizations operating within such economies, is knowledge generation for innovation (including social) supported by good policies, impactful solutions and robust
information sharing.
Citizen engagement relates to both technical and process aspects of implementation. Consequently, the role of participation in good policies, decisions and programmes do not come easily, they depend on organizations (processes and culture) and the people they employ, public understanding and participation, quality data and analytics that make evidence readily available for use by multiple actors in all sectors of the national economy. However, in most African economies, there are still some challenges with regards to citizen engagement (empowerment to actively participate) in activities that are central to their livelihoods for example the value chain from integrated data-driven knowledge generation, and use of the knowledge in planning, designing and implementation of solutions.
For AUC and AUDA-NEPAD to effectively empower citizens to innovate for socioeconomic development, the public must have a greater say in shaping how policy design and innovation takes place and in selecting the best ways to support the processes. The prevailing gaps on data, digital skills and tools, and knowledge use among citizens should be closed. Therefore, the DataCipation programme to strengthen capacities for citizens engagement through creation of mechanisms & spaces (digital and non-digital approaches) as well as capacity development that will enhance the contributions of citizens to policymaking at all levels and in turn make policy citizens-centered or focused.
The Citizen Engagement Platform (CEP), which is a deliverable of the DataCipation programme is aimed at making citizen engagement more intuitive by providing the requisite digital tools and systems to effectively participate in the policy making and implementation cycle of Member States. The CEP has two pillars namely communication and facilitation mechanisms anchored on the key provisions of the Agenda 2063 Aspirations (in particular aspiration 3 and 6), and other relevant Framework documents. The platform include: i) modules for citizen led dialogue and exchange on the policy processes and mechanisms of the AU; ii) Portal with a dashboard that would serve as a mechanism for processing of the information from AU data sources into easy-to-communicate insights and information to enrich the dialogue with citizen groups on Agenda 2063; iii) Non-digital approaches to facilitate and support engagement between African citizens and the AU and its Organs.
AUDA-NEPAD is seeking an individual consultant to develop a comprehensive monitoring and evaluation framework tool for the CEP utilization. The consultant will build on the existing DataCipation log frames, performance monitoring plans and outputs-based workplans. The M&E framework will also assist in analyzing stakeholders’ perspectives on the CEP utilization.
2. THE MAIN OBJECTIVES OF THE CONSULTING SERVICE
The objective of this assignment is to principally focus on developing a learning system and framework for the operationalization and utilization of the CEP as well as focus on building,
integrating and harmonizing monitoring and evaluation framework and systems relating to the overall execution of the DataCipation programme component being implemented by AUDA-NEPAD.
