Predmet aneksa je podaljšanje obdobja za katerega je sklenjena osnovna pogodba.

VII.2.2)Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Sprememba pogodbe (podaljšanje roka za izvedbo vseh nadgradenj in integracij ter obdobja, za katero je sklenjena osnovna pogodba) je dopustna na podlagi 3. točke prvega odstavka 95. člena ZJN-3, in sicer je sprememba potrebna zaradi okoliščin, ki jih skrben naročnik ni mogel predvideti (predvidene nadgradnje NKS sistemov v skladu s projektno nalogo še niso izvedene, ker projekti po drugih ločenih pogodbah še niso zaključeni zaradi časovnega zamika v postopku izbire izvajalca; dokler predmetni projekti ne bodo zaključeni, ne bo mogoče nadaljevati z izvedbo predvidenih nadgradenj in integracij). Sprememba ne spreminja splošne narave javnega naročila, saj predmet pogodbe (nadgradnja in integracija obstoječih sistemov NKS - NKS SCADA) ostaja nespremenjen.
