Sprememba je potrebna zaradi okoliščin, ki jih skrben naročnik ni mogel predvideti, in sprememba ne spreminja splošne narave javnega naročila. Stranki aneksa ugotavljata, da je na področju, s katerimi je urejena dobava artiklov iz dogovorjenega sklopa, nastopila potreba po podaljšanju veljavnosti okvirnega sporazuma. Naročnik dogovorjene artikle sukcesivno potrebuje, zato se stranki okvirnega sporazuma dogovorita o podaljšanju veljavnosti okvirnega sporazuma.
