Situácia v cenovej oblasti a v oblasti množstevných potrieb OS SR sa pri službe medzinárodná cestná preprava nákladu a osôb v období platnosti RD č. 2021/518 zásadne zmenila na základe okolností, ktoré verejný obstarávateľ nemohol v roku 2021 pri verejnom obstarávaní predvídať ani pri vynaložení maximálnej náležitej starostlivosti
