Supply and Delivery of Three (3) off-Road Motor Vehicles to Support Implementation under the Accountable Governance and Basic Service Delivery Project

The Ministry of Finance has received funds from the World Bank toward the cost of the Accountable Governance and Basic Service Delivery Project and now invites sealed bids from eligible bids for the supply and delivery to support the implementation of the Accountable Governance for Basic Service Delivery Project.

Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (First published - July 2016, Second Edition - November 2017, Third Edition July 2018 and Fourth Edition - November 2020 and Fifth Edition: September 2023) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement manual and Procurement Regulations for IPF Borrowers July 2016 Revised November 2017, August 2018 & November, 2020.

Interested bidders may obtain further information the Project Management Unit, 3rd Floor, Sierra Leone Commercial Bank Building; 35 Liverpool Street -Freetown or via email to agbsdproject2022@gmail.com and procurement.pfmu@gmail.com to inspect the bidding document at the address below between 0900 to 1700 hours Monday to Friday. Bidding documents may be purchased upon payment of a non-refundable fee of NLe 2,300.00 (Two Thousand, Three Hundred Leones) into the into the Project’s Consolidated Account at the Sierra Leone Commercial Bank Ltd.

Bids must be delivered to the address below on or before 27th October 2025 at 12:00 noon Sierra Leone Time. All bids must be accompanied by:

• A valid Business registration certificate
• Bid Security of NLe 150,000.00 from a reputable Commercial Bank.
• A valid tax clearance certificate.
• A valid NASSIT clearance certificate.
• A signed Integrity Pact; [see attached]
• Evidence of 2 Similar contracts performed, and supplies completed.
• One original and three copies of the bid document to be submitted neatly bound.
• Audited Financial statement for the past three financial years (2022,2023,2024)
• Brochure /catalogue required for evaluation.

Bids will be publicly opened on 27th of October 2025 at 12:00 noon Sierra Leone Time in the presence of the bidders designated representatives and anyone who chooses to attend, at the address below.

Late bids will be rejected and returned unopened to bidders.
