The Government of Lebanon has applied for financing from the World Bank toward the cost of the Lebanon Renewable Energy and System Reinforcement Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing support to Litani River Authority (LRA) through an Owner’s Engineer (OE) to assist with implementation of the hydropower rehabilitation component of the Lebanon Renewable Energy and System Reinforcement Project. The role of the OE will be to offer comprehensive engineering, project and contracts management, and supervision support across the hydropower component of the project. These services will ensure LRA’s readiness for project implementation, covering critical areas such as preparation of specifications, procurement, construction supervision, contract management, compliance with environmental and social instruments under the Project. Key tasks and responsibilities of the OE include:

  • Project Preparation & Procurement Support:
  • Review existing designs and ensure they are up to date and appropriate for tendering.
  • Prepare and finalize all bidding documents (BDs) for the rehabilitation of the three power plants, and necessary works to improve Qaraoun Dam safety including detailed technical specifications, engineering drawings, and technical definitions.
  • Assist with the full procurement process: development of procurement documents, tendering, conducting bid evaluations, supporting contract negotiations, and finalizing contracts.
  • Construction Supervision & Contract Management:
  • Oversee and manage contractor activities to ensure full compliance with contractual specifications and standards.
  • Supervise construction activities on-site, focusing on technical, environmental, social, occupational health & safety, and financial aspects to meet both World Bank guidelines and LRA standards.
  • Provide technical supervision during implementation and ensure timely and accurate project reporting in compliance with World Bank regulations.
  • Manage construction schedules, certify payments, and handle contract administration, including claims, and variations orders.
  • Quality Assurance, Testing & Commissioning:
  • Ensure rigorous quality control of materials and workmanship throughout the project.
  • Oversee and verify testing and commissioning of equipment and systems.
  • Confirm that contractor performance aligns with all contractual obligations.
  • Environmental, Social, and Safety Compliance:
  • Familiarize with the LRA environmental and social audit report[1]
  • Review and update, as needed, and thereafter support LRA to ensure full implementation of the mitigation measures and monitoring activities as required by the Environmental and Social Management Plan[2] (ESMP) of the HPPs.
  • Ensure full compliance with the Environmental and Social Commitment Plan (ESCP) and associated documents under the LRA component of the project.
  • Project Management & Reporting:
  • Deliver general project management services, including project scheduling, document management, cost control, and stakeholder coordination.
  • Prepare, review, and update Dam Safety Plans, in accordance with the ESCP Action 4.4 and ensure they are adequately in place and ready for execution.

The estimated level of effort for the assignment is approximately 400 professional staff-months.

The assignment is expected to span 28 months from the start date, with an anticipated commencement in Q1 of 2026.

LRA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria for firms interested in providing these services include:

1. Core Business and General Experience

  • The firm should have a minimum of 15 years of experience in delivering management, technical, procurement, and monitoring support for comparable-scale infrastructure projects (minimum value: US$20 million), including those funded by the World Bank or other development finance institutions (DFIs).

2. Relevant Project Experience

  • Demonstrated successful experience in the role of Owner’s Engineer for the construction or rehabilitation of hydropower plants with an installed capacity of at least 100 MW, including in developing countries, and covering, among other, works on components such as turbines, inlet spherical valves, SCADA systems, generator protection systems, governors, and dam safety measures

3. Technical and Managerial Capacity

  • Proven ability to manage complex, multidisciplinary teams and deliver projects that meet international standards, particularly in technical quality, cost control, scheduling, and risk management.

The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025), which set forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method (QCBS) set out in the Procurement Regulations.

Note: please limit the number of pages of the Expression of Interest to 25 pages maximum. Pages beyond 25 will not be reviewed.
