ASSIGNMENT TITLE: Training of Trainers and Development of Training Manuals for the Economic Inclusion sub-component of the Productive Social Safety Nets and Youth Employment Project

1. Background

In March 2022, the World Bank approved the Productive Social Safety Net and Youth Employment Project (PSSNYE). The PSSNYE will be implemented over five years (closing June 30, 2027). The Project Development Objective (PDO) of the PSSNYE is: “to improve access to social safety nets and income generating opportunities for targeted beneficiaries”.

The Project’s components are designed to collectively benefit the different target groups and include SSN cash transfer and provision of Economic Inclusion (EI) support. The SSN will provide 15,000 extreme-poor households mostly women with regular cash transfers for three years. Additionally, the project will support 6,000 extreme-poor households who have previously received the SSN program with the EI package.

The essence of the terms of reference is to recruit a consultant to deliver training, mentorship and coaching of the selected household members for the economic inclusion package comprising at least 60% female beneficiaries and 20% persons with disabilities.

Objectives and Purpose

The purpose of the planned capabilities training, mentoring and coaching components of the Economic Inclusion package is to support the creation and development of household enterprises with Business Development Services aimed at building their capacity to grow and stay in business, exploit opportunities for market linkages, create employment, access financial services and improve potential for expansion.

The objectives of the training include:

  • To provide training of trainers, i.e., train selected NaCSA district staff on EI interventions, so these staff can then provide training to the beneficiaries. This way, the project also helps in building local capacity and a network of service providers in providing training, coaching, mentoring, and access to markets to beneficiaries.
  • To provide relevant, simple, and easy to follow training materials, curriculum, and pictograms of the different EI accompanying measures that are easy for trainers to learn, understand, follow, and ultimately convey to the beneficiaries.
  • To ensure that some staff of the Service Provider are there to provide oversight and guidance when the trainers are ready to provide training, coaching, and mentoring to beneficiaries.

Scope of work and timeframe

The main objective of the consultancy is to conduct training of trainers who will then conduct the capabilities training to beneficiaries. Preceding the receipt of grant, the selected EI beneficiaries will receive capabilities training.

NaCSA will select staff of the project and other relevant MDAs including the Chamber of Commerce, Ministry of Social Welfare (MOS), Ministry of Trade and Industry (MoTI), Ministry of Labour and Social Security (MLSS), City/District Councils and recruited Business Development Officers to be trained by service providers to deliver the standard training modules. The trained personnel will be equipped with the requisite knowledge, skills and tools to deliver the trainings. The training of trainers’ sessions will be centralized in four (4) regions (West, North-West, North, South and East) and uniform across board for consistency of quality and messaging. Training sessions will be adapted to support the participation of women and persons with disabilities. Participants (trainers and beneficiaries) will undergo training on Gender-Based Violence (GBV), Sexual Harassment (SH) and Sexual Exploitation and Abuse (SEA). Sign language interpreters will also be engaged to facilitate communication to the hearing impaired.

The training will be guided by modules with contents developed by selected consultants for uniformity in standard of delivery and will involve the following broad areas:

  • Business Management Skills
  • Microenterprise and livelihoods skills development;
  • Business plan development; and
  • Life skills.

Business Management Skills

The regime of trainings for the beneficiaries will commence with training in basic business management to provide them with skills to effectively manage their respective micro-enterprises. The training will include:

  • Financial literacy (including personal or group savings, access to financial services, e-payment system, separating business and personal expenses, debt)
  • Business/entrepreneurship skills (including bookkeeping, record and inventory management for general goods and manufacturing/production processes and fixed assets, business selection, and customer engagement)
  • Technical livelihoods development which are particularly relevant for agriculture and livestock management (including farmer demonstration plots, best practices for managing certain crops or livestock)
  • Grant application and disbursement procedures

Microenterprise and Livelihoods Skills Development

The second segment of the training focuses on developing a range of skills including establishing networks of business service providers, manage variety of clients, and employ innovations to grow businesses. This segment will assist beneficiaries to perfect their techniques to promote value addition and marketability of products.

The service provider will develop and train selected trainers on a standard training module on the four areas. The modules will clearly outline contents, training inputs (teaching and learning aids required for person with disabilities and low literacy levels), activity steps, duration and expected outputs and outcomes of training. Each trainer will be trained to implement and monitor training for compliance by the selected beneficiaries.

Business Plan Development

Training will be conducted with the aim of developing a business plan. This training is the final phase in the modules of training after which beneficiaries will be qualified to submit requests for the grant. The training in business plan will include basic information on the business registration (if any) including the subject matter of the business, capital structure (loan and self-capital invested, if any), management structure (i.e., sole proprietorship or partnership), workforce, business projection (sales revenue and expenditure) and basic statement of affairs (asset and liabilities) of the business. The plan will identify supply chains and relationships with potential buyers/off takers to ensure appreciable enterprise turnover.

Prior to disbursement of the capital grant, every beneficiary household will be required to submit a business plan accompanying the project. Beneficiaries will be guided by staff playing the role of Business Development Officers (BDOs) and other stakeholders with capacity to learn and internalize the concept to help the beneficiaries in preparing their business plans. These assistants will be identified and assigned with the responsibility of assisting groups of EI beneficiaries during the training of trainers’ sessions.

Life skills

The consultant with the support of NaCSA will develop manual and provide life skills training to trainers. Life skills will be important to complement and promote success of microenterprise entrepreneurs. NaCSA will collaborate with the consultant and relevant MDAs to train the target group. Topics to be developed and covered will include sexual and reproductive health, self-esteem, confidence building, psychosocial support, goal setting and self-appraisal, decision-making, communication and networking, group dynamics, conflict management, leadership and behavioral change.

Training Costs

All expenses related to training under EI, including the cost of training materials (teaching and learning aids) and reimbursables incurred by trainers shall be borne by the Project. NaCSA will adopt alternatives that will make training less expensive and standardized with quality control measures.

Expected outputs/deliverables

The following are key deliverables of the consultancy:

1. A needs assessment report detailing training and capacity development needs of the identified household enterprises;

2. Training curriculum and manuals for the training of trainers developed with the objective to train participating household enterprises, plus a pre-training and post-training assessment to find out gaps and correct them

3. A short training report prepared and shared after completing the training highlighting key areas to focus on in the tailored support visit to the household enterprises; and

4. A final report including strategy for meeting ongoing support needs of the SMEs.

Responsibilities of the Consultant

1. Pre-training: The consultant will develop, review and finalize the design of the material and method of the training, including the pre-training and entry level assessment of the trainers.

2. During the training: The consultant will provide training to the participants, and offer hands-on guidance on the development of business growth plans to be finalized during the support visits.

3. Post-training: The consultant shall prepare and present training report on successful beneficiaries for the cash grant after completing the training highlighting key areas of focus on the tailored support to the SMEs.

4. Post support visit to SMEs: The consultant will organize and supervise visits by BDOs and prepare a final report indicating work accomplished of each SME, relevant support needs to meet gaps identified, market linkages, and actions committed in support to the SME (attach growth plans of SMEs, 5 pages max).

Experience/ qualifications

The consultant should have a multidisciplinary team with key qualifications and competencies as follows:

• A master’s degree in Business Administration, Finance, Human Development, Public policy, Project Management, Economics, Statistics or any other relevant field, etc. A higher-level degree or credential shall be an added advantage.

• Demonstrate understanding of Sierra Leone context including entrepreneurial ecosystem, market linkages, key private sector actors and household enterprises development and related initiatives by the government of Sierra Leone and other stakeholders, and the legal framework governing SMEs.

• Minimum of 5 years’ practical experience in delivering business development services, business ecosystem influencing work, or access to finance initiatives with documented proof of such activities.

• Knowledge and experience in finance and impact investing.

• Knowledge and experience in gender and women rights issues that relate to the private sector and business development including knowledge and experience in gender lens investing. Knowledge and experience in working with persons with disabilities will be an added advantage.

• Strong writing skills and experience in producing written material for a range of audiences including communications and media.
