• The Human Capital Investment Project, Elementary Secondary Education Department Government of KPK has received financing from the World Bank toward the cost of the Human Capital Investment Project and intends to apply part of the proceeds toward payments under the contract for Establishment of 500 Early Childhood Education (ECE) rooms (Phase-II).
• The Human Capital Investment Project, Elementary Secondary Education Department Government of KPK now invites sealed Bids from eligible Bidders for Establishment of 500 Early Childhood Education (ECE) rooms (Phase-II) to be delivered and installed in 500 schools across Nowshera, Swabi, Peshawar and Haripur within a period of six months.
• Bidders may Bid for one or all lots, as further defined in the request for bids document.
• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” August 2022 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from Human Capital Investment Project, Elementary & Secondary Education, Govt. of Khyber Pakhtunkhwa and inspect the bidding document during office hours (9.00 AM to 5.00 PM) from Monday to Friday at the address given below.
• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 5000/-. The method of payment will be through cash. The bidding documents should be delivered by hand at the address given below.
• Bids must be delivered to the address below on or before 11:30 am, 09 May 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11:45 am, 09 May 2024.

8. All Bids must be accompanied by a “Bid Security” of:-

• Lot No One Peshawar. Bid Security is PKR 2,911,552/-
• Lot No. Two Nowshera Bid Security is PKR 2,495,616/-
• Lot No. Three Swabi Bid Security is PKR 2,287,648/-
• Lot No. Four Haripur Bid Security PKR 2,703,584/-

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

10. The Pre-Bid meeting will be held on 11:30 am, 23rd April 2024.
