The Government of Sierra Leone through the Ministry of Finance has received financing from the World Bank toward the cost of the Sierra Leone Economic and intends to apply part of the proceeds toward payments under the contract[1] for Construction of 1642m2 Spaced Innovation Centre Comprising of Exhibition Area, Auditorium, Cafeteria and Toilet Block with internal features such Elevator and HVAC Installation and Associated Outdoor Facilities such as Funicular, Rain Water Harvesting, Amphitheatre, Green House, Botanical Garden, Playground, Bird Watchs, Ticket House and Trail at Tacugama Chimpanzee Sanctuary

The Sierra Leone Economic Diversification Project now invites sealed Bids from eligible Bidders for Construction of 1642m2 Spaced Innovation Centre Comprising of Exhibition Area, Auditorium, Cafeteria and Toilet Block with internal features such Elevator and HVAC Installation and Associated Outdoor Facilities such as Funicular, Rain Water Harvesting, Amphitheatre, Green House, Botanical Garden, Playground, Bird Watchs, Ticket House and Trail at Tacugama Chimpanzee Sanctuary over a period of eighteen (18) months with twelve (12) months Defects Liability Period.

Bidding will be conducted through National Competitive Bidding-NCB using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” procurement regulation for IPF borrower July 2016 revised November 2017,August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Sierra Leone Economic Diversification Project, Osman Tommy, osmantommy@sledp.info and inspect the Bidding document during office hours 0900 to 1700 hours at the address given below.

The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Five Thousand New Leones (SLL New 5,000). The method of payment will be direct deposit in the below bank account.

Bids must be delivered to the address below on or before 11:00am on 2nd October 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below:

All Bids must be accompanied by a Bid Security of USD $ 165,000 (One Hundred and Sixty-Five Thousand United States Dollars) or its Sierra Leone New Leones equivalent at the time of bid opening

All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
