SPECIFIC PROCUREMENT NOTICE

NAME OF PROJECT: RWANDA DIGITAL ACCELERATION PROJECT(RDAP)

TITLE OF TENDER: SET UP OF THE NETWORK OPERATIONS CENTER (NOC) – SUPPLY, INSTALLATION, CONFIGURATION, CUSTOMIZATION, INTEGRATION OF HARDWARE AND SOFTWARE COMPONENTS OF THE NETWORK OPERATIONS CENTER (NOC)

The Government of Rwanda has received financing from the World Bank toward the cost of the Rwanda Digital Acceleration Project and intends to apply part of the proceeds for the SET UP OF THE NETWORK OPERATIONS CENTER (NOC) – SUPPLY, INSTALLATION, CONFIGURATION, CUSTOMIZATION, INTEGRATION OF HARDWARE AND SOFTWARE COMPONENTS OF THE NETWORK OPERATIONS CENTER (NOC).

The Rwanda Information Society Authority (RISA) now invites eligible bidders to apply for the above-mentioned tender and Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s “procurement regulation for IPF Borrowers” November 2020 (“Procurement Guidelines”) and is open to all eligible bidders as defined in the Procurement Guidelines.

Rwanda Information Society Authority (RISA) is therefore seeking proposals from interested and qualified companies to Supply, install, configure, customize, and integrate hardware and software components for the set-up of a Network Operations Center (NOC) and Virtual Private Networks (VPNs) for the Government of Rwanda.

The selected bidder will be required to analyse all public institutions’ systems, applications, databases, and overall network setup spanning countrywide offices and devise a solution by using the analysed and given information in the Equipment Technical Specifications. The solution should include both required packages of software and the requisite hardware and associated accessories for setting up the Network Operations Centre (NOC) and a Virtual Private Network (VPN) that will fulfil its expected objectives. The NOC will be established at RISA HQ Offices, Telecom House.

The selected bidder may suggest software or package, or suite of application containing various latest modules to manage and maintain systems, databases, applications, and network setup as mentioned in “Equipment Technical Specifications”. Both integrated modules or modules which function in different environments may be considered, however integrated modules would be preferred if it’s equally cost effective and efficient than the other.

The selected bidder may suggest hardware or a set of hardware components such as servers, its processing power, memory, internal storage, monitoring and large management consoles, alarm display, notification generation and network requirement to setup NOC.

The selected bidder will supply, install, configure, integrate, customize and locally develop (if required for certain system/systems, applications or its databases or functions) software, its suites, applications or module on NOC servers according the requirements of public institutions setup, operationalization, management and monitoring purposes.

The selected bidder will run and maintain the NOC setup for at least three months for capacity building and training on equipment, Systems and Database to RISA Staff (NOC Operators), and will be required to share an As-built diagram of the NOC, Standard Operating Procedures (SOPs) and a management and operation plan for the of the facility.

Bids must be submitted to the address in the Umucyo system on the day and time stipulated in the www.umucyo.gov.rw (E-procurement system). Bids will be publicly opened by E-procurement system
