         The Government of Rwanda requested a loan from the European Investment Bank (EIB) to finance construction of integrated institution-National Health Laboratory Services (NHLS) with high containment capabilities (BSL 3/4). The project will be co-financed by the EU and the Government of Rwanda and implemented through the Rwanda Biomedical Centre (RBC) as a government implementing agency with a Technical Assistance of the WHO. The primary objective of the project is to create a modern integrated and sustainable laboratory complex that will become a reference laboratory for the region and a global collaboration centre for conducting advanced research, outbreak investigations and international research.

         To support construction and procurement activities related to the Rwanda Health Resilience Project, through a consultancy contract, the Rwanda Biomedical Centre (RBC) intends to engage a Project Manager to work in the Single Projects’ Implementation Unit (SPIU).

         The Project Manager will be working at Rwanda Biomedical Centre at KG 644 St and conducting site visits, reception and commissioning at the new NHLS building.

      4. Description of the procurement:
         

         Individual consultants are selected on the basis of their relevant experience, qualifications, and capability to carry out the assignment. The selection shall be carried out through the comparison of the relevant overall technical capacity and financial proposal combined in order to obtain highest final score of the qualified candidates short listed with a minimum technical score of 70 points. The contract will be awarded to the proposal with the highest final score as detailed below:

         Technical Proposal: Score 70%

         1) Mandatory Criteria on Exclusion Basis

         a) Having a Bachelor’s degree in Civil Engineering, Architecture, Construction Technology or Construction Project Management (please, provide evidences) - mandatory requirement.

         b) A minimum of 7 years of relevant professional experience in managing the planning and supervision of the construction of building projects of large scale (above EUR 10 m) as the responsible Project Manager (please provide evidence) - mandatory requirement.

         c) Fluency in English. Bidders should indicate which of their previous projects were implemented in English or evidence proving the English proficiency – mandatory requirement.

         The proposed Procurement Consultant must fulfil all the mandatory criteria listed in the table above. Procurement Consultants who do not fulfil all of the minimum/mandatory requirements will be rejected. This means that the entire proposal will be rejected.

         2) Specific Criteria (max 100 points)

         d) Having an advanced/master’s degree in Civil Engineering, Architecture, Construction Technology or Construction Project Management – 15 points

         e) Having worked on at least one (1) project with similar complexity (laboratories or hospitals with extensively equipped areas for diagnostic and treatment, scientific institutions or similar complex buildings) with a construction value of above EUR 10 m during the last ten years - 40 points

         f) Specific experience in supporting the construction and equipment of a BSL3 or BSL4 biomedical laboratory – 10 points

         g) Having worked on at least one project funded by IFI (such as World Bank, European Investment Bank, AfDB, or any other international organization) requiring public procurement procedures;

         Internationally recognized Project Management certification such as PMP or PRINCE 2 or equivalent – 20 points

         h) Fluency in French. Bidders should indicate which of their previous projects were implemented in French or evidence proving the French proficiency – 5 points

         Minimum passing score for the technical evaluation is 70 points out of 100 points.

         Financial Proposal: Score 30%

         Proposals are ranked according to their combined technical (70%) and financial (30%) scores according to the methodology as stated in the procurement documents.
