Assignment Title: Consulting services for Resource Management System (RMS) – specialized support services for current RMS version and technical assistance for update of current RMS version

The Government of Romania has received financing from the World Bank toward the cost of the Strengthening Foundations for Improved Justice Service Delivery Project (Foundations Project), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the following activities:
Also, the Consultant will provide hardware, database and application software-related support services (assistance and routine diagnostics and preventive maintenance to ensure optimal performance) and ensure that the hardware, database and software systems operate efficiently, minimize downtime, and address any technical issues that may arise for the current „in use” RMS version, as described in the chapter below Scope of Services. Software maintenance will include access, provision and installation of the latest database and application software support and patches from their manufacturer (i.e., Oracle software support and maintenance);
The services in this Contract shall be provided for a period of 6 calendar years (until December 31, 2030). The estimated budget is of 6,400,000 EURO (VAT included).
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information and documents, demonstrating that they have the required qualifications and relevant experience to perform the Services.
The assignment shall be carried out by a Consultant, which should meet the following qualification requirements:
a. Previous experience in ERP implementation and/or migration and/or maintenance or at least experience in support services related to Oracle ERP systems (e.g., Oracle ERP/CRM applications, Oracle Hyperion application, Oracle Databases, carrying out Helpdesk services): 30 points;
b. Knowledge of the processes, flows and functionalities specific to Public Sector financial area (such as ALOP – which stands from Allocation, Liquidation, Order and Payment, ForExeBug reporting etc.): 20 points;
c. Knowledge of Oracle database management systems, applied to the area of customization of Oracle type Financial modules/applications: 20 points;
d. Previous experience in conducting implementation and/or support activities related to ERP systems with over 300 users: 10 points;
e. Previous experience with training activities for ERP systems: 10 points;
f. Previous experience with elaboration of user requirements and technical specification for IT systems: 10 points.
The Consultant will take all necessary actions to ensure that the provisions related to the protection of personal data, in accordance with the legislation in force[1] (https://www.dataprotection.ro/index.jsp?page=noua%20_pagina_regulamentul_GDPR&lang=ro) are respected when processing personal data in the RMS system.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
