REQUEST OF EXPRESSION OF INTEREST – SELECTION OF INDIVIDUAL CONSULTANT FOR HIGHER EDUCATION DEVELOPMENT IN PAKISTAN (HEDP)

The Islamic Republic of Pakistan has received financing from the World Bank towards the cost of Higher Education Development in Pakistan “HEDP” and intends to apply part of the proceeds for procuring services of the following individual consultant.

The Project aims to support research excellence in strategic sectors of the economy, improve teaching and learning, and strengthen governance in the higher education sector. A Project Coordination Unit (PCU) has been set up under the Higher Education Commission for the HEDP project.

The services of an eligible, motivated and professional individual for the position of Project Coordinator are required for PCU based in Islamabad as Individual Consultant. The eligibility, qualification and experience criteria are as under:

• Applicants are required to apply online from HEC website https://careers.hec.gov.pk. No need to send hard copy of CV and documents.
• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
• Consultants will be selected in accordance with the procedures set out in the Paragraphs 7.36 & 7.37 of “World Bank: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 & August 2018.
• Part time, honorary, apprentice or internee positions will not be considered/ counted as experience.
• In person review of the credentials of the applicants that have been evaluated as eligible, qualified and experienced residing outside the Islamabad/ Rawalpindi region and vicinity can be arranged via audio/ video conferencing at the nearest HEC Offices (Karachi, Lahore, Quetta and Peshawar). No TA/ DA will be admissible.
• Last date for submission of online application is 04.10.2024. Incomplete/ late applications will not be entertained.
