    Obiectul contractului îl constituie achiziția de echipamente pentru direcțiile suport din cadrul ministerului și pentru directiile/serviciile beneficiare de Asistenta Tehnica. Descrierea produselor ce urmează a fi achiziţionate se regăseşte în caietul de sarcini.
    
    Termenul limită până la care se pot solicita clarificări la documentaţia de atribuire, inclusiv modelul de contract: cu 16 zile înainte de data limită de depunere a ofertelor. În conformitate cu prevederile art. 161 din Legea nr. 98/2016 privind achizitiile publice, cu modificările și completările ulterioare, autoritatea contractanta va raspunde în mod clar și complet solicitărilor de clarificare/informațiilor suplimentare în legătura cu documentația de atribuire cu 12 zile înainte de termenul limită stabilit pentru depunerea ofertelor în anuntul de participare.

        Termenul limita pana la care se pot solicita clarificari la documentatia de atribuire: cu 16 zile inainte de data limita de depunere a ofertelor . In conformitate cu prevederile art. 161 din Legea nr. 98/2016, autoritatea contractanta va raspunde in mod clar si complet solicitarilor de clarificare/informatiilor suplimentare in legatura cu documentatia de atribuire in a 12 a zi inainte de data limita de depunere a ofertelor. Pentru indeplinirea cerintelor de calificare, operatorii economici vor completa DUAE in SEAP, urmand ca autoritatea contractanta sa solicite documentele de calificare ofertantului clasat pe primul loc in urma aplicarii criteriului de atribuire sau oricand in perioada de derulare a procedurii, potrivit prev. art.196 alin.1 din Legea 98/2016. Conform Notificarii ANAP din 08.04.2019, răspunsurile la DUAE ale operatorilor economici care participă la procedură vor fi completate în SICAP în mod direct, după autentificare, de către fiecare participant. Pentru cazurile în care ofertantul este o asociere de operatori economici sau pentru cazurile în care ofertantul are subcontractanți sau terți susținători, fiecare operator economic se va autentifica în sistem și va accesa procedura de atribuire în vederea completării DUAE în calitatea în care a fost inclus în procedură (asociat, subcontractant, terț susținător). Este necesar ca toți cei care trebuie să răspundă la DUAE sa fie inregistrati ca utilizatori in SEAP. La procedura de atribuire se inscrie si depune oferta unul dintre membrii asocierii sau operatorul economic care participa cu oferta individuala iar ceilalti participanti completeaza direct in sistem doar DUAE. Modalitatea de departajare a ofertelor cu acelasi pret se va realiza tot in format electronic prin transmiterea unei solicitari de reofertare la sectiunea intrebari -din partea autoritatii contractante, la care operatorii economici vor transmite raspunsul lor online (in SEAP). Pentru indeplinirea cerintelor de calificare, operatorii economici vor depune in SEAP DUAE, urmand ca autoritatea contractanta sa solicite documentele de calificare ofertantului clasat pe primul loc in urma aplicarii criteriului de atribuire sau oricand in perioada de derulare a procedurii potrivit prevederilor art.196 alin.1 din Legea 98/2016. În cazul în care două sau mai multe oferte vor fi situate pe primul loc, autoritatea contractantă va solicita ofertanţilor o nouă propunere financiară prin intermediul SICAP, iar contractul va fi atribuit ofertantului a cărui nouă propunere financiară are preţul cel mai scăzut. Toate costurile privind intocmirea ofertei, precum si incarcarea acesteia in SEAP (transmiterea acesteia), cad exclusiv in sarcina operatorilor economici, fara a exista posibilitatea solicitarii vreunei compensatii in acest sens. Ofertanții vor depune o declarație prin care își asumă prevederile contractuale din modelul orientativ de contract pus la dispoziție de autoritatea contractantă sau modelul de contract însușit. În situația în care, la momentul ofertării, operatorii economici au propuneri de modificare și/sau completare a clauzelor contractuale publicate pe SEAP, acestea vor fi detaliate/evidențiate într-o adresă distinctă.
        
        Cerintele tehnice definite la nivelul anuntului de participare, caietului de sarcini sau altor documente complementare, prin trimiterea standardelor, la un anumit producator, la marci, brevete, tipuri, la o origine sau la o productie/metoda specifica de fabricatie/prestare/executie, vor fi intelese ca fiind insotite de mentiunea ”sau echivalent.
