                          1.Autoritatea contractantă nu va răspunde solicitărilor de clarificări făcute cu depașirea termenului stabilit la sectiunea 2. Autoritatea contractantă va posta răspunsul consolidat, însoțit de întrebări în SICAP conform art.160 alin. (3) din Legea98/2016, cu 3 zile înainte de data limita de depunere a ofertelor, în măsura în care acestea au fost adresate în termenul prevăzut. 3.Oferta și documentele care o însoțesc se depun on-line semnate cu semnatură electronică. 4. Reguli de comunicare si transmitere a datelor: solicitarile de clarificari referitorare la prezenta documentatie de atribuire se vor adresa în mod exclusiv în SICAP la Secțiunea “Solicitări de clarificare/Întrebări din cadrul procedurii de atribuire derulate prin mijloace electronice, iar răspunsurile la acestea vor fi publicate în SICAP la Sectiunea ”Documentație, clarificări și decizii” din cadrul anunțului. În urma finalizării evaluarii ofertelor, autoritatea contractantă va introduce în SICAP rezultatul admis/respins, și va deschide în SICAP sesiunea pentru prezentarea documentelor suport aferente DUAE depuse de ofertantul de pe primul loc în clasamentul intermediar întocmit la finalizarea evaluării ofertelor, acordând un termen de răspuns. Operatorii economici vor transmite răspunsurile la clarificari și eventualele documente solicitate pe parcursul evaluării ofertelor prin intermediul SICAP (Secțiunea “Solicitări de clarificare/Întrebări”), în format electronic, semnate cu semnatura electronică, conform Legii nr. 455/2001.5. STABILIREA OFERTEI CÂŞTIGĂTOARE. Contractul se atribuie ofertantului care îndeplineşte criteriile de selecţie şi calificare impuse şi a cărui ofertă a fost stabilită câştigătoare de către comisia de evaluare pe baza criteriului de atribuire precizat în anunţul de participare şi în documentaţia de atribuire. Atribuirea se face pe baza criteriului "preţul cel mai scăzut" oferta câştigătoare este cea al cărei preţ, fără TVA este cel mai mic pe lot. În cazul în care la procedură au fost clasate pe primul loc, două oferte cu valori financiare identice, autoritatea contractantă va solicita o singură dată reofertarea, prin intermediul clarificărilor – în S.E.A.P. la rubrica întrebări. În urma răspunsului ofertanților se va reaplica criteriul de atribuire și se va stabili oferta căștigătoare. Dacă după etapa de reofertare egalitatea se păstrază (deoarece ofertanții sau refuzat ofertarea sau noile propuneri financiare sunt egale/identice) lotul/produsul care face obiectul procedurii se va anula.
