          In vederea completarii DUAE, ofertantii vor utiliza formularul electronic editabil disponibil in SEAP, in conformitate cu Notificarea ANAP din 08.04.2019. Informatii privind accesarea si completarea DUAE se regasesc pe site-ul ANAP - www.anap.gov.ro, in sectiunea Documente utile - Notificari - Notificare privind utilizarea DUAE integrat SEAP.

          Interactiunea cu ofertantii, respectiv procesul de evaluare a ofertelor se va desfasura dupa urmatoarele reguli: Pentru vizualizarea documentatiei de atribuire incarcate in SEAP, operatorii economici trebuie sa aiba un program necesar vizualizarii fisierelor semnate electronic (site-urile furnizorilor de semnatura electronica).

          Reguli de comunicare si transmitere a datelor: solicitarile de clarificari referitorare la prezenta documentatie de atribuire se vor adresa în mod exclusiv în SEAP la Sectiunea ”Lista clarificari, notificări și decizii” din cadrul procedurii de atribuire derulate prin mijloace electronice, iar raspunsurile la acestea vor fi publicate în SEAP la aceeași sectiune din cadrul anuntului de participar simplificat.

          Pentru comunicarile ulterioare depunerii ofertelor: comisia de evaluare va transmite solicitarile de clarificare în legatura cu oferta prin utilizarea facilitatilor tehnice disponibile în SEAP (Sectiunea “Solicitări de clarificare/ întrebări/ comunicări”).

          Operatorii economici vor transmite raspunsurile la clarificari si eventualele documente solicitate pe parcursul evaluarii ofertelor prin intermediul SEAP (Sectiunea “Solicitări de clarificare/ întrebări/ comunicări”), în format electronic, semnate cu semnatura electronica, conform Legii 455/2001.

          Nota:

          Modalitatea de departajare a ofertelor clasate pe primul loc cu preturi egale:

          - Departajarea se va face exclusiv în functie de pret si nu prin cuantificarea altor elemente de natura tehnica sau alte avantaje care rezulta din modul de îndeplinire a contractului de catre operatorii economici;

          - În vederea departajarii ofertelor autoritatea contractanta va solicita depunerea in SEAP a unor noi oferte financiare (procedura fiind desfasurata integral prin mijloace electronice).

          Specifcatiile tehnice care indica o anumita origine, sursa, productie, un procedeu special, o marca de fabrica sau de comert, un brevet de inventie, o licenta de fabricatie, sunt mentionate doar pentru identificarea cu usurinta a tipului de produs si NU au ca efect favorizarea sau eliminarea anumitor operatori economici sau a anumitor produse. Aceste specificatii vor fi considerate ca fiind insotite de mentiunea «sau echivalent».
