Assignment Title: Consulting Services for Technical Assistance to support the development of an action plan for 10-year period for integrated investments in resilient and modern school infrastructure.
The Government of Romania has received financing from the World Bank toward the cost of the Safer, Inclusive and Sustainable Schools Project (SISS Project) and intends to apply part of the proceeds for consulting services for Technical Assistance to support the development of an action plan for 10-year period for integrated investments in resilient and modern school infrastructure.
The SISS Project objectives are to improve the resilience, energy efficiency and learning environment of selected Project schools, and to increase institutional capacity for integrated investments in schools in Romania.
The consulting services (“the Services”) include development of an action plan for a 10-year period for integrated investments in resilient and modern school infrastructure, covering all types of schools in pre-university education, starting from kindergarten to high schools.
The action plan will capture needed investments for integrated retrofitting/rehabilitation, and reconstruction of schools, and other activities such as training/outreach to municipalities on the use of models/guidelines developed under the Project, facilitation the establishment of a network of schools, etc. The preparation of the action plan will require data collection on the seismic safety and energy efficiency of school buildings across Romania and the investment planning to reduce the energy intensity through efficiency measures and renewable energy options. Resilience of schools to climate disasters will be a key consideration in the action plan, as well as the potential for schools to be designated disaster shelters.

The services are estimated to be performed in 42 months, but no longer than December 2024.

The Ministry of Education, through the School and University Network Modernization Project Management Unit (SUNMPMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality And Cost-Based method set out in the Procurement Regulations.
