• The Government of the People"s Republic of Bangladesh has received financing from the World Bank toward the cost of the Bangladesh Insurance Sector Development Project, IDRA and intends to apply part of the proceeds toward payments under the contract for above mentioned package.
• The Insurance Development and Regulatory Authority (IDRA) now invites sealed bids from eligible bidders for above mentioned package.
• Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank"s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by the World Bank Borrowers 2011, Revised July 2014 (“Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank"s policy on conflict of interest.
• Interested eligible bidders may obtain further information from the office of the Project Director as specified below during office hours and inspect the bidding documents from the website www.idra.org.bd.
• A complete set of bidding documents in English may be purchased by eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of BDT 5,000 (Taka Five Thousand only) or USD 60 (USD Sixty only). The written application may also be sent from the bidder"s official email address to the Purchaser’s official email address specified below along with a copy of documentary evidence confirming electronic wire transfer payment to the Purchaser"s bank account. The method of payment will be Bank Draft or Pay Order in favor of Bangladesh Insurance Sector Development Project (BISDP) or electronic wire transfer to the Purchaser’s bank account specified below. The bidding documents will be sent by airmail or courier for overseas delivery and by hand, surface mail or courier for local delivery. Softcopy of the bidding documents is available (for view only) at website www.idra.org.bd.
• A pre-bid meeting will be held at the address below on Date: 04 October -2023 at 15:00 hours (GMT+6:00). In addition, the pre-bid meeting will be telecast live through videoconference (which will also be recorded) and the link to the Zoom will be sent 7 calendar days before the specified date of pre-bid meeting through email to all prospective bidders who purchased the bidding documents who may choose to attend through video conference. For this purpose, the prospective Bidders who intend participating in the virtual Pre-bid meeting are advised to communicate their e-mail ID, and other contact details to the Employer at the address/e-mail ID specified below, at least ten (10) calendar days before the specified date of the meeting so that the connection details for participating in the said virtual meeting may be advised to them.
• Bids must be delivered to the address below on or before Date: 09-November-2023 on 14:00 hours (GMT+6:00). Electronic bidding is not permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders" designated representatives who choose to attend at the address below on the same day at 14:30 hours (GMT+6:00 hrs). In addition, the bid opening meeting will be telecast live through videoconference and the link to the videoconference will be sent 7 calendar days before the specified date of bid opening through email to all prospective bidders who purchased the bidding documents and may choose to attend the meeting virtually.
• All Bids must be accompanied by a Bid Security of USD 100000.00 or an equivalent amount in a freely convertible currency.
