        1. Declarația privind evitarea conflictului de interese se va încărca de către ofertanți în SICAP odată cu documentele ofertei și va fi de asemenea semnată cu semnătură electronică extinsă, bazată pe un certificat calificat, eliberat de un furnizor de servicii de certificare acreditat în condiţiile legii.
        
        2. Precizări privind modalitatea de departajare a ofertelor care ar putea avea același preț:
        
        În cazul în care se constată că ofertele clasate pe primul loc au prețuri egale, autoritatea contractantă va solicita operatorilor economici în cauză, clarificări prin intermediul SICAP, în vederea încărcării electronice de către aceștia de documente care conțin noi prețuri (oferte financiare noi) pe baza cărora se va reface clasamentul. Prețurile pentru a doua reofertare vor avea 4 zecimale. Dacă și după a doua reofeertare prețurile vor fi egale, procedura se va anula, Autoritatea contractantă fiind în imposibilitatea de departajare a ofertelor.
        
        3. Precizări privind regulile de comunicare:
        
        Toate întrebările și solicitările de clarificări se vor transmite autorității contractante numai prin intermediul SEAP. Autoritatea contractanta nu va da curs solicitărilor primite prin alte cai de comunicare.
        
        4. Precizări privind documentele justificative DUAE:
        
        Autoritatea contractantă poate cere oricărui ofertant, în orice moment în cursul procedurii, să depună toate sau o parte dintre certificatele şi documentele justificative solicitate atunci când acest lucru este necesar pentru a asigura desfăşurarea corespunzătoare a procedurii.
        
        5. Specificarea, în cadru documentației de atribuire, a unor denumiri de mărci, furnizori, producători etc, este ori obligatorie (prin prisma utilizării produsului respectiv) ori neintenționată și acestea se vor citi obligatoriu, însoțite de sintagma “sau echivalent”.
        
        6. Toate documentele vor fi redactate in limba română, sau daca este cazul vor fi însoțite de traducerea autorizata în limba română.

        Cerintele tehnice definite la nivelul anuntului de participare, caietului de sarcini sau altor documente complementare, prin trimiterea standardelor, la un anumit producator, la marci, brevete, tipuri, la o origine sau la o productie/metoda specifica de fabricatie/prestare/executie, vor fi intelese ca fiind insotite de mentiunea ”sau echivalent”.
