            Interactiunea cu ofertantii, respectiv procesul de evaluare a ofertelor se va desfasura dupa urmatoarele reguli: pentru vizualizarea documentatiei de atribuire incarcate in SICAP este necesar ca operatorii economici sa detina/instaleze pe statia de lucru, aplicatia care perimite verificarea semnaturii electronice si vizualizarea documentelor semnate electronic( disponibile pe site-urile furnizorilor de semnaturaelectronica).

            Pentru transmiterea solicitarilor de clarificari privind documentatia de atribuire, operatorii economici se vor inregistrain SICAP (www.elicitatie.ro) ca operator economic conform prevedeilor art.5 alin(1) din HG nr. 395/2016 si vor transmite solicitarile avand in vedere termenele de raspuns ale Autoritatii Contractante prevazute la art.160-161 din Legea 98/2016.

            Potrivit art.215 din Legea 98/2016 cu completarile si modificarile ulterioare, autoritatea contractanta informeaza fiecare ofertant cu privire la deciziile luate in ceea ce priveste rezultatul procedurii, respectiv atribuirea/incheierea acordului cadru, inclusiv cu privire la motivele care stau la baza oricarei decizii de a nu incheia un acord-cadru ori de a relua procedura de atribuire, cat mai curand posibil, dar nu mai tarziu de 3 zile de la emiterea deciziilor respective.

            Orice comunicare, solicitare, informare, notificare si alte asemenea sunt transmise in scris, prin mijloace electronice de comunicare sau, ca exceptie, prin alte mijloace decat cele electronice.

            Incarcarea tuturor documentelor aferente documentatiei transmise va trebui semnata cu semnatura electronica extinsa, bazata pe un certificat calificat, eliberat de un furnizor de servicii de certificare acreditat.
