Obiectul procedurii presupune achiziția de lucrări de reabilitare, modernizare, extindere a clădirii, acestea fiind necesare pentru a crea studenților un mediu educațional care să le ofere confortul minim, siguranță și să le permită desfășurarea unui proces instructiv-educativ eficient.

Valoarea estimată a contractului ce face obiectul prezentei proceduri de achiziție este de 12.670.085,01 lei fără TVA, constituită astfel:

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

La momentul inițierii procedurii de atribuire, respectiv la momentul elaborării ofertei nu s-au putut prevedea schimbările condițiilor economice, respectiv impactul crizei generate de SARS-CoV-2, al crizei energetice și al celei generate de conflictul militar din zona Marii Negre, asupra costurilor în construcții, iar prognozele realizate de Comisia Națională de Strategie și Prognoză la data depunerii ofertelor nu au putut să aibă în vedere impactul acestora asupra costurilor în construcții, pentru a evita blocarea implementării proiectului,se impune aplicarea prevederilor OUG 64 pentru echilibrarea contractuală, rezultand: Vapl = 6.759.784,59 x [(0+0,05) + (1-0-0,05) x 174,7/151,9] + (10.532.803,18 – 6.759.784,59) + (1-0,4242) x {(10.532.803,18 – 6.759.784,59) x [(0+0,05) + (1-0-0,05) x 180,6/177,28] – (10.532.803,18 – 6.759.784,59)} Vapl = 11.535.357,79 lei fără TVA calculată în baza indicilor ICCmr și ICCr aferenți lunii August 2022 .
