        Pentru completare DUAE, toti operatorii economici interesati vor accesa urmatorul link: https://ec.europa.eu/growth/toolsdatabases/espd/filter. Interactiunea cu ofertantii, respectiv procesul de evaluare a ofertelor se va desfasura dupa urmatoarele reguli:
        
        Pentru vizualizarea documentatiei de atribuire incarcate in SICAP este necesar ca operatrorii economici sa detina/instaleze pe statia de lucru, aplicatia care permite verificarea semnaturii electronice si vizualizarea documentelor semnate electronic(disponibile pe site-urile furnizorilor de semnatura electronica); Pentru transmiterea solicitarilor de clarificari privind documentatia de atribuire, operatorii economici se vor inregistra in SICAP (www.elicitatie.ro) ca operator economic conform prevederilor art.5 alin(1) din HG nr.395/2016 si vor transmite solicitarile avand in vedere termenelede raspuns ale AC prevazute la 160-161 in Legea nr.98/2016.
        
        In urma finalizarii fiecareia dintre fazele de verificare, autoritatea contractanta comunica fiecarui ofertant ce a fost respins motivele care au stat la baza luarii acestei decizii, iar celorlalti faptul ca se va trece la faza urmatoare de verificare, cu respectarea prevederilor Cap IV, Sectiunea a 13-a si a CapitaluluiV din Legea 98/2016.
        
        Orice comunicare, solicitare, informare, notificare si alte asemenea sunt trasmise in scris, prin mijloace electronice de comunicare sau, ca exceptie, prin alte mijloace decat cele elctronice. Incarcarea tuturor documentelor aferente documentatiei transmise va trebui semnata cu semnatura electronica extinsa, bazata pe un certificat calificat, eliberat de un furnizor de servicii de certificare acreditat.
