                    ”Cerintele tehnice definite la nivelul anuntului de participare, caietului de sarcini sau altor documente complementare, prin trimiterea standardelor, la un anumit producator, la marci, brevete, tipuri, la o origine sau la o productie/metoda specifica de fabricatie/prestare/executie, vor fi intelese ca fiind insotite de mentiunea ”sau echivalent”.

                    Nota:

                    In cazul in care se constata ca ofertele clasate pe primul loc au preturi egale, Autoritatea Contractanta va solicita reofertarea, prin intermediul SICAP, in vederea departajarii ofertelor. Ofertantul cu pretul cel mai scazut va fi desemnat câstigator. Pentru loturile nr. 2-21 se aplica criteriul de atribuire ,,pretul cel mai scazut,,.

                    Clasamentul ofertelor se stabileste prin ordonarea descrescatoare a punctajelor, respectiv oferta castigatoare fiind cea de pe primul loc, respectiv cea cu cel mai mare punctaj maxim total rezultat in urma criteriului de atribuire cel mai bun raport calitate - pret.

                    Departajarea ofertelor cu punctaj egal, situat pe primul loc, in cazul in care vor exista punctaje egale autoritatea contractanta va departaja oferta castigatoare dupa punctajul cel mai mare obtinut la criteriul ,,pretul ofertei,, (pentru lotul nr. 1 - criteriul de atribuire ,, raport calitate - pret).

                    Preturile care se compara in vederea acordarii punctajului sunt preturile in lei fara TVA, din propunerea financiara. Punctajul se calculeaza cu doua zecimale.

                    Nu se accepta oferte alternative. Se vor respinge ofertele care au fost depuse la o alta adresa decât in SICAP. DUAE se completeaza de catre ofertanti direct in SICAP. TOATE DOCUMENTELE ATASATE DE CATRE OFERTANTI, VOR PURTA IN MOD OBLIGATORIU SEMNATURA ELECTRONICA EXTINSA, conf. prevederilor art. 60 alin 4 din HG 395/2016. Toate solicitarile de clarificari se vor face in SICAP .Toate raspunsurile la solicitarile de clarificari cerute de operatorii economici sau formulate de autoritatea contractanta/ decizii CNSC/ contestatii/ note de informare/ masuri de remediere vor fi postate in SICAP.
