        OBSERVATII: Orice operator economic are dreptul de a solicita clarificari sau informatii suplimentare, semnate cu semnatura electronica extinsa, numai prin SEAP, intr-un termen de cel mult 17 zile inainte de data limita de depunere a ofertelor, conform art. 160 alin. 1 si 2 din Legea 98/2016. In masura in care solicitarile de clarificari sau informatiile suplimentare au fost adresate in termenul prevazut anterior, raspunsurile vor fi publicate in SEAP in termen de 10 zile inainte de data limita de depunere a ofertelor, conform art. 161 alin. 1 si 2 din Legea 98/2016, autoritatea contractanta urmand sa nu dea curs solicitarilor adresate prin alta modalitate de comunicare sau alt termen decat cel stabilit.

              Interacțiunea cu ofertanţii, respectiv procesul de evaluare a ofertelor se va desfășura după următoarele reguli: Pentru vizualizarea documentației de atribuire încarcate în SEAP, este necesar ca operatorii economici să dețină/instaleze pe stația de lucru, aplicația care permite verificarea semnăturii electronice și vizualizarea documentelor semnate electronic (disponibile pe site-urile furnizorilor de semnătură electronică); Pentru transmiterea solicitărilor de clarificări privind documentația de atribuire, operatorii economici se vor înregistra în SEAP (www.e-licitatie.ro) ca operator economic conform prevederilor art.5 alin.(1) din H.G. nr.395/2016 și vor transmite solicitările avand în vedere termenele de răspuns ale autorității contractante prevăzute la art.160-161 din Legea nr.98/2016.
