Qualidade da solução arquitetónica (Programa Base):

- Qualidade e clareza do projeto de arquitetura, funcionalidade e compatibilidade com o Programa Preliminar, bem como o enquadramento com a imagem urbana envolvente: 55%;

- Coerência entre os métodos construtivos e os custos previstos, quer de construção, quer de manutenção, quer ainda de funcionamento do edifício, ponderando a qualidade do projeto e da obra, bem como a funcionalidade: 30%;

- Curriculum / experiência da equipa projetista, incluindo dos projetistas das especialidades: 15%
