Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Nos termos do disposto no artigo 311.º do Código dos Contratos Públicos (CCP), o contrato pode ser modificado por ato administrativo do contraente público quando o fundamento invocado sejam razões de interesse público decorrentes de necessidade novas ou de uma nova ponderação das circunstâncias existentes [cfr. alínea c) do artigo 312.º do CCP], existiram alguns fatores que influenciaram a execução do contrato tendo uma execução mais baixa do que a planeada.
