Constituição de equipas que permanentemente, no terreno e no gabinete, monitorizem o trabalho do empreiteiro e façam cumprir todas as obrigações contratuais. Estas equipas serão integradas na estrutura que a APS venha a criar para a empreitada, nos termos do CCP. No âmbito da fiscalização e controle serão realizadas auditorias de verificação da aplicação de normas e regulamentos em vigor nomeadamente no que se referem a higiene, saúde e segurança e cumprimento da legislação laboral e ambiental. Estão previstos apoios pontuais de consultadoria especializada à fiscalização nas áreas jurídica, económica e de engenharia.
