II.3)Description of the field or fields covered by the call for expressions of interest:On 2 July 2024, the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) will become the European Union Drug Agency (EUDA) in accordance with Regulation (EU) 2023/1322 of the European Parliament and of the Council of 27 June 2023 on the European Union Drugs Agency (EUDA) and repealing Regulation (EC) No 1920/2006 (hereafter called "the EUDA Regulation").This call is addressed to scientists who wish to be considered for membership of the European Union Drugs Agency Scientific Committee.The European Union Drugs Agency (EUDA), based in Lisbon, Portugal, was established to:(a) provide the Union and the Member States with factual, objective, reliable and comparable information, early warning and risk assessment at Union level concerning drugs, drug use, drug use disorders and addictions, prevention, treatment, care, risk and harm reduction, rehabilitation, social reintegration, recovery, drug markets and supply, including illicit production and trafficking, and other relevant drug-related issues and their consequences; and(b) recommend appropriate and concrete evidence-based actions on how to address, in an efficient and timely manner, the challenges relating to drugs, drug use, drug use disorders and addictions, prevention, treatment, care, risk and harm reduction, rehabilitation, social reintegration, recovery, drug markets and supply, including illicit production and trafficking, and other relevant drug-related issues and their consequences.For additional information on the EUDA, please see here(1).EUDA Scientific CommitteeThe EUDA Scientific Committee is set up by Article 31 of the Regulation (EU) 2023/1322 of the European Parliament and of the Council(1).The task of the Scientific Committee is to assist the Management Board and the Executive Director of the EUDA by delivering an opinion on any scientific matter concerning the Agency"s activity which the Management Board or the Executive Director may submit to it.In addition, the risk assessment of new psychoactive substances is carried out by the Scientific Committee, in accordance with Article 10 of the above-mentioned regulation(1). In carrying out the risk assessment of new psychoactive substances, the Scientific Committee (extended, as required) needs to be able to assess public health and social risks posed by new psychoactive substances.The Scientific Committee consists of no less than seven and no more than 15 scientists appointed by the Management Board in view of their scientific excellence in relation to the fields of the mandate of the EUDA and their independence. They shall be appointed for a 4-year period, in a personal capacity, shall give their opinions completely independently of the Member States and the European Union Institutions and shall act in the public interest. They shall neither seek nor take instructions from any government or from any other body.Upon appointment, each member of the EUDA Scientific Committee shall sign a declaration of independence in relation to the performance of his/her duties in and for this body and shall fill in and sign a written declaration of interest covering current and past interests up to 5 years before the date of the declaration. These declarations will be made available for public scrutiny on the EUDA website, with due respect to EU rules on protection of personal data.Meetings of the Scientific Committee are generally held twice a year at the EUDA premises in Lisbon. The vehicular working language of the Scientific Committee is English. Members are expected to attend these meetings, as well as risk assessment meetings in accordance with Article 10 of the above-mentioned Regulation(1). If a member does not attend two consecutive Scientific Committee meetings, the membership may be withdrawn.Members of the Scientific Committee will be entitled to an indemnity for each meeting day. Members will also receive travel and subsistence allowance in accordance with the EUDA"s policy for the reimbursement of travel and accommodation expenses.The rules applicable to the EUDA Scientific Committee require that its members are nationals of a Member State of the European Union (EU) or of a country which has concluded an agreement with the latter for the purpose of the participation in the work of the EUDA. This requirement is a condition of eligibility for the selection and the appointment of the members of the EUDA Scientific Committee.
