VII.2.1)Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Em 22/9/2023, foi celebrado o 2.º contrato adicional da empreitada referente à deliberação de 7/8/2023 que ordenou a realização de trabalhos complementares no valor total de 329.034,71 € a supressão de trabalhos contratuais no valor de (-) 439.068,08 €, decorrente da necessidade de implementar ajustamentos ao projeto da empreitada na parte respeitante às obras dos emboquilhamentos S e W do Túnel do e W do Túnel do Pedregal.

O preço contratual foi reduzido em (-) 110.033,37 €, passando de 17.330.621,71 € (após o 1.º adicional) a 17.220.588,34 €.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Necessidade de implementar ajustamentos ao projeto da empreitada nos emboquilhamentos S e W do Túnel do Pedregal, para que possa armazenar, em segurança um maior volume de água, entretanto, disponível e não previsto no projeto inicial, decorrente de circunstâncias imprevistas, permitindo o seu funcionamento em carga, - Por razões económicas:- A maioria dos preços dos trabalhos complementares são preços contratuais reportados ao ano de 2019, ou seja, são substancialmente inferiores aos preços atuais de mercado (mesmo depois de atualizados pela Revisão de Preços), por decorrência da brutal evolução dos preços de mercado nos últimos anos; - Obrigaria a nova mobilização que se traduz em custos muito expressivos. Os custos de mobilização estão em regra contabilizados em custos de estaleiro;- O risco associado à instabilidade dos mercados leva a pressupor que os preços venham a ter uma evolução em crescendo não linear.
