    Przedmiotem zamówienia jest dostawa produktów ropopochodnych. Zamówienie zostało podzielone na 6 części (zwanych dalej „Zadaniami”), ze względu na rodzaj asortyment:1) Zadanie nr 1 – oleje silnikowe; 2)Zadanie nr 2–oleje przemysłowe; 3)Zadanie nr 3 – pozostałe; 4)Zadanie nr 4 – smary; 5)Zadanie nr 5 – smar; 6)Zadanie nr 6 – pozostałe produkty.3.Przedmiot zamówienia winien być realizowany z zachowaniem standardów w zakresie jakości, niezawodności i bezpieczeństwa technicznego, zgodnymi ze standardami ISO lub równoważnymi w zakresie kolejnictwa. Zamawiający dopuszcza zastosowanie rozwiązań równoważnych na podstawie poniższych zasad: 1) W przypadku zastosowania: produktów innych niż wskazane w dokumentacji technicznej pojazdu (lub użytkowanych dotychczas w pojeździe), ale o identycznych parametrach (tj. wygląd, gęstość, lepkość kinematyczna w określonej temperaturze, wskaźnik lepkości, temperatura płynięcia, temperatura zapłonu itd.).

        Dokładne informacje na temat terminów składania odwołani:
        
        1. Odwołanie wnosi się:
        
        1) w terminie 10 dni od dnia przesłania informacji o czynności Zamawiającego stanowiącej podstawę jego wniesienia – jeżeli zostały przesłane w sposób określony w art. 515 ust. 1 zdanie drugie ustawy Pzp albo w terminie 15 dni – jeżeli zostały przesłane w inny sposób;
        
        2) 10 dni - od dnia publikacji ogłoszenia w Dzienniku Urzędowym Unii Europejskiej lub Unii Europejskiej lub zamieszczenia dokumentów zamówienia na stronie internetowej;
        
        3) 10 dni – wobec czynności innych niż określone w pkt 1 i 2 – od dnia, w którym powzięto lub przy zachowaniu należytej staranności można było powziąć wiadomość o okolicznościach stanowiących podstawę jego wniesienia.
        
        2. Odwołanie powinno wskazywać czynność lub zaniechanie czynności Zamawiającego, której zarzuca się niezgodność z przepisami ustawy, zawierać zwięzłe przedstawienie zarzutów, określać żądanie oraz wskazywać okoliczności faktyczne i prawne uzasadniające wniesienie odwołania.
