SPECIFIC PROCUREMENT NOTICE

ODRA-VISTULA FLOOD MANAGEMENT PROJECT

Loan No. IBRD 8524-PL

Contract Title: „Modernization and extension of the measuring and forecasting system for strengthening hydrological and meteorological flood protection in coastal areas”

Divided into 2 (two) lots:

• Lot no. 1 Supply of automatic wave measuring system (AWMS)
• Lot no. 2 Supply of a training and service vessel for the maintenance of special marine measurement network

Reference No. (as per Procurement Plan): Contract OVFMP 4A.2c

The Republic of Poland has received financing from the World Bank toward the cost of the Odra-Vistula Flood Management Project, and intends to apply part of the proceeds toward payments under the contract for „Modernization and extension of the measuring and forecasting system for strengthening hydrological and meteorological flood protection in coastal areas”

Divided into 2 (two) lots:

• Lot no. 1 Supply of automatic wave measuring system (AWMS)
• Lot no. 2 Supply of a training and service vessel for the maintenance of special marine measurement network

The Institute of Meteorology and Water Management - National Research Institute now invites sealed bids from eligible bidders for:

Task description:

The OVFMP 4A.2c contract covers the following scope of work:

Lot no.1: Supply of Automatic wave measurement system (AWMS), 4 sets, at the following location in Gdynia, according to the coordinates specified in Bidding Documents

Lot no.2: Supply of Training and service vessel for the operation of the special marine surveying network, 1 pc., at the following location:

Marina Gdynia

A detailed description of the Object of the Order is included in the Bidding Documentation.

The investment will be implemented in Poland.

Time to finish:

Purchaser"s requirements regarding the duration:

Lot No. 1: no more than 130 days from the date of effectiveness of the Contract

Lot No. 2: no more than 735 days from the date of effectiveness of the Contract

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Procurement Guidelines”), and it is open to all eligible bidders, as defined in the Procurement Guidelines. In addition, please refer to sections 1.6 and 1.7, which present the World Bank"s policy on conflicts of interest.

Interested eligible bidders may receive a set of bidding documents in Polish and/ or English, including:

• all paper documentation will be sent immediately after receiving the application to the postal address indicated by the Bidder in the application by courier,

Along with the paper copy or documentation only in electronic version, the editable version
of Section VII - Bid forms (in WORD DOC format) will also be provided. In case
of discrepancies, the paper version prevails.

The set of Bidding Documents in paper version will be sent by courier. Bidders will also bear the cost of courier delivery (on delivery) to the address provided.

Bids must be delivered to the address below on 08.03.2023 by 11:00. Electronic bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below

The bid opening shall be broadcast on-line. The Purchaser will provide a link to the on-line transmission by e-mail upon request of the Bidder. In case of good epidemiological situation in Poland, the Purchaser shall allow physical presence of interested persons at the opening of the bids.

All bids must be accompanied by a “Bid Security”.

The amount of the bid security shall be:

for Lot no. 1 of the contract PLN 30 000

for Lot no. 2 of the contract PLN 220 000

Note: Instead of a bid security (bank guarantee), the bidder may secure his bid by paying the required amount of:, Lot no. 1: 30 000 PLN, Lot no. 2: 220 000 PLN, by bank transfer to the bank account of the Institute of Meteorology and Water Management National Research Institute at Bank PEKAO SA, account number: 16 1240 6973 1111 0010 9579 4346. In the title of the transfer, please indicate that it is a security bid in a contract with reference OVFMP 4A.2c (Lot no. …) - World Bank. The amount of the security should be transferred to the above-mentioned bank account before the deadline for submitting bids.
