Contract ID No. 26Z00001 - Metro Manila Flood Management Project, Phase I, Improvement of Pumping Station Facilities – Uli-uli Pumping Station, Quiapo Pumping Station and Pandacan Pumping Station (Completion of Remaining Works for Contract ID Nos. 23Z00038, 23Z00039 and 23Z00043)

• The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of Metro Manila Flood Management Project, Phase I , and it intends to apply part of the proceeds of this Loan to payments under the contract for Metro Manila Flood Management Project, Phase I, Improvement of Pumping Station Facilities – Uli-uli Pumping Station, Quiapo Pumping Station and Pandacan Pumping Station (Completion of the Remaining Works for Contract ID Nos. 23Z00038, 23Z00039 and 23Z00043) Contract ID No. 26Z00001.
• The Department of Public Works and Highways now invite bids for the various works with description, Estimated Project Costs (EPCs) and required completion period for the lots as indicated the below table. Bidders should have completed, within the last five (5) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, particularly, in Section 5 of the Instructions to Bidders, and Sub-sections 5.2 and 5.4 of the Bid Data Sheet.

3.Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Reform Act”, with some amendments, as stated in the Bidding Documents and is open to all Bidders from eligible source countries, as defined in the World Bank Procurement Regulations. The contract shall be awarded to the Bidder that met the criteria indicated in the Bidding Documents.

4. Interested bidders may obtain further information from DPWH-NCR Bids and Awards Committee and inspect the Bidding Documents at the address given below from 7:00 AM to 4:00 PM.

5. A complete set of Bidding Documents may be acquired by interested bidders on March 19, 2026 from the address below and upon payment of the Bidding Documents fee of Php 5,000.00[1].

6. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the said Bidding Documents fee not later than the submission of their bids.

7. The DPWH-NCR-BAC will hold a Pre-Bid Conference on March 26, 2026 at DPWH – NCR Procurement Unit 2nd Flood, 2nd St., Port Area, Manila and/or through video conferencing/webcasting via Zoom (Meeting ID : 435 375 4517 Passcode : NCR2022) and Youtube (DPWH Regional Office NCR Procurement LS), which shall be open to prospective bidders.

8. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before April 23, 2026. Late bids shall not be accepted.

9. All Bids must be accompanied by a Bid Securing Declaration.

10. Bid opening shall be on April 23, 2026 at DPWH – NCR Procurement Unit, 2nd Flood, 2nd St., Port Area, Manila and/or through video conferencing/webcasting via Zoom (Meeting ID : 435 375 4517 Passcode : NCR2022) and Youtube (DPWH Regional Office NCR Procurement LS). Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

11. The DPWH-NCR-BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
