INVITATION TO BID FOR THE Supply and Delivery of Various Drugs and Medicines under Competitive Bidding 2026
1) The Cagayan Valley Medical Center, through the General Appropriations Act 2026 intends to apply the sum of Seventeen Million Three Hundred Twenty One
Thousand Four Hundred Sixty Four Pesos and 50/100 (P 17,321,464.50) being the Approved Budget for the Contract (ABC) to payments under the contract for
Supply and Delivery of Various Drugs and Medicines). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Cagayan Valley Medical Center now invites bids for Supply and Delivery of Various Drugs and Medicines. Delivery of the Goods is required ten (10)
calendar days upon receipt of Notice to Proceed (NTP).For the succeeding deliveries, it shall based on attached schedule of delivery. Bidders should have
completed, at least two (2) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder
is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3) Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR of RA No.
12009.
i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or
outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant
similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4) Interested Bidders may obtain further information from Marh 18 to April 7, 2026 and inspect the Bidding Documents at the address given below from 8:00
am to 5:00 pm Mondays to Fridays except Holidays.
5) A complete set of Bidding Documents may be acquired by interested Bidders on March 18, 2026 to April 07, 2026 from the address given below upon payment
of the applicable fee of Twenty five Thousand Pesos (Php 25,000.00) for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
Payment of the bidding documents fee may be made through bank deposit in the following account name and number:

6) The Cagayan Valley Medical Center will hold a Pre-Bid Conference on March 26, 2026, 2:00 pm through video conferencing via Google Meet joining info
Video call link: https://meet.google.com/sff-mjgm-hzd which shall be open to prospective Bidders.
7) Bids must be duly received by the Special Bids and Awards Committee (SBAC) Secretariat through manual or online submission at the office address
indicated below on or before April 07, 2026 . Late bids shall not be accepted.

Bidders shall enclose their eligibility and technical documents in one sealed envelope marked “ORIGINAL, COPY 1 and COPY 2 - TECHNICAL COMPONENT” and
the “ORIGINAL, COPY 1 and COPY 2- FINANCIAL COMPONENT” in another sealed envelope respectively. These envelopes containing the original and the copies
shall then be enclosed in one single envelope. There is no preference in the color of the envelopes to be submitted.

i. It should be in a clear .PDF format, and shall be in two (2) password protected Bidding Documents in compressed archive folders pursuant to GPPB

iii. The documentary requirements are arranged accordingly based on the Eligibility Checklist using the standard file name indicated therein.
The passwords for accessing the Bidding Documents will be disclosed by the Bidders only during the actual bid opening which may be done in person or
face-to-face through videoconferencing, webcasting or similar technology.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9) Bid opening shall be on April 07, 2026, 2:00 pm onwards at CVMC Boardroom, CVMC, Main Building and/or via Google Meet joining info Video call link:
https://meet.google.com/cda-vtny-jhs. Bids will be opened in the presence of the Bidders’ representatives who chooses to attend the activity.
